As we all know the RIAA has recently started cracking down on sites where people can share mp3 files over the net for free and that practice has been deemed as copyright infringement by a US District Court ruling, hence the closing of some of those sites and the opening of new sites like Press Play, and I-Tunes and other such "Pay for music" sites.

Lately the RIAA has also set it's sights on Internet Broadcasting and has won an approval from the Library of Congress to collect royalties on any copyrighted music played over the Internet from Radio Stations who broadcast their shows and from places like Live 365 or SHOUTCast. Since that ruling, mostly all of the Radio Broadcasters have quit streaming their shows over the internet, and sites like Live 365 have begun to offer their Streaming Internet Service for a fee so royalties can be paid to the RIAA for the streaming of copyrighted music.

Since the RIAA now requires that royalties must be paid for Internet Streaming, the particular site that you were referring to seems by design to allow streaming of copyrighted material over the internet by using a piggyback type of propagation that allows a user to broadcast a single stream and use a portion of another persons bandwidth to let the stream "branch out" to other areas of the net. There also seems to be no information regarding the payment of royalties to the RIAA for using this program anywhere on the site, plus the statement right at the top of the page that says "Pirate Radio for the Digital Age" also seems to dictate that paying royalties due to the RIAA for Internet Streaming of copyrighted music can be circumvented by the use of this program.

It has been decided by the Board Administration that the post regarding the site for Relay Radio Streaming will stay removed for the following reason.

The Board Administration has agreed that while your intentions of helping your fellow members were indeed genuine, the posting of a site like this and condoning the use of this program would not be in the best interest of this Board and should not be allowed for the possible legallity reasons stated above. It has also been agreed to by the Board Administration that no sanctions or punishment will be taken against your membership at this time, and thus your membership in Ots Peer Support remains in good standing.
