Do you run another application (filesharing for example) using most of you bandwith?
Or you are connected to a bad peer (user with flacky connection or running a torrent / bandwidth saturated). Try to detune and retune. You get another seeding peer with a hopefully better connection.
Click on the [->] Button at the top. In the sidepanel you can see the peer you are connected to (feeds in/out at the bottom). Disconnect the weak and retune until you see a different peer. Then you can be sure you did not use the bad peer again.
