I set up my Shoutcast DSP plugin and Streamer according to the instructions on the Streamer site to the letter, and it says it's broadcasting. However, when I use another computer to try to tune into my test streams, they simply don't work - the Streamer stream keeps on saying "seeking source" and the unicast stream does not load at all. I have allowed exceptions with my firewall (ZoneAlarm) - even tried it with no firewall active. I have all the info matching and such, too. What else could be wrong?

It doesn't work properly when trying to connect one user to another user on the same LAN.
If you can listen to other streams but not yours, this is probably the cause. If somebody else outside your LAN starts listening, you may find your listening pc also starts working. Your broadcast pc is sending the stream to the external user, and the user is bouncing it back to your listening pc.

Well, even my friends in other states are having trouble connecting, and I am having trouble from a computer on a different LAN, so there must be something else that is wrong.

by the way: it's always a good idea to post the station name and the time you are broadcasting so we can test the particular stream
